Introdution

Karnataka State Road Transport Corporation (KSRTC) currently operates a fleet of over 8350 buses, covering a daily distance of around 27.60 lakh kms. KSRTC has implemented Vehicle Tracking and Monitoring System (VTMS) across 27 depots in five divisions- Bengaluru Central, Ramanagara, Mysuru Rural, Mangalore and Puttur covering 2000 buses. KSRTC has also implemented Intelligent Transport System (ITS) in Mysuru City Transport Division across four depots covering entire fleet of 500 buses. ITS System is also enabled with vehicle tracking facility.

GPS units installed in these buses are providing vehicle location details (geocodesignals). KSRTC has established Control Rooms for tracking and monitoring the buses in Bangalore for VTMS project and in Mysuru for ITS project. The next step in this technology evolution would be to share both static and real-time location data with organizations as well as the general public. KSRTC is currently providing the bus location details to commuters and public through SMS, Interactive Voice Response Systems (IVRS), Commuter Portal, Passenger Information System Display Boards and Mobile App. However,several entities and individual shave approached KSRTC and requested access to the ITS/VTMS data to build third-party applications. These requestors ranged from global software developers to local experts and students. As the new ITS/VTMS system entailed a range of new and highly valuable data that could be turned into useful services for travelers, KSRTC has decided to open up the ITS/VTMS data through implementation of KSRTC Information Technology Data Sharing Policy.

Use Of Data

The ITS/VTMS Systems generate Expected Time of Arrival (ETA) and Expected Time of Departure (ETD) of buses in real time, which are useful to commuters. Many startup companies/entrepreneurs have approached KSRTC for sharing the bus timetables (Static Data) and ETA/ETD of buses in real time (Dynamic Data). They intend to collect these data from KSRTC for distribution to their target customers. Startups and other businesses could harness the data to devise new services that not only boost commerce, but also spur KSRTC's ridership. Apart from startups, educational and research institutions, public sector organizations, transportation companies etc. might benefit from KSRTC data. The general public as well have begun expressing a keen interest in the data collected by KSRTC. Given the huge volumes of data that are continuously generated by its various systems, KSRTC felt the need to formulate a data sharing policy that is unbiased, transparent and supportive of open innovation. Such a policy will provide a framework for KSRTC to enable access to its data, while respecting the privacy and security of the passengers. The open innovation that arises from this initiative could result in a tightly integrated movement of citizens, better commute times, reduced pollution levels and a greater receptivity towards public initiatives in general.

Need For Data Sharing Policy

The data generated by the ITS/VTMS project can be used for the following broad purposes:

Dissemination : Public and private website and mobile applications (apps)can relay this data for further dissemination of mobility information.
Research & Development : The data can be used to create new services and features for the overall benefit of the citizens.
Academic Studies : The data can be used for academic studies, primarily by transportation engineers, big data researchers, and experts in related domains.
Strategic Designing : The data can be used for framing public policies and in developing urban mobility plans.
Operational Planning : The data can be used for day-to-day monitoring of the traffic situation.
Development of Mobility Offerings : Services that are commercial or otherwise and complement KSRTC's services.
Development of Other Services : Services that are commercial or otherwise that are socially and/or economically beneficial.

Approach

KSRTC will first implement the data sharing policy for its Mysuru ITS Project covering city bus services. Based on the experiences, KSRTC will be replicating the same for VTMS project, catering to long distance buses of KSRTC.
KSRTC has prepared the Agreement document detailing the 'Terms of Agreement' for access to data feeds of Mysuru ITS. The agreement will be hosted on KSRTC Website, through which interested party can submit their requests for access to data. An ONLINE REGISTRATION FORMalong with detailed instructions and requirements will also be available on the KSRTC website.
The Terms of Agreement covers details on architecture, data usage, liability, trademarks, non-endorsement, termination etc.
Interested parties need to clearly understand the guidelines, terms of agreement and termination clause specified in the agreement.
KSRTC will prepare the Terms of Agreement with required customization for its other IT projects like VTMS, AWATAR etc.

Periodic Revision Of Policy

This policy is subject to periodic revision by KSRTC. At regular intervals, KSRTC shall take stock of the functioning of the data policy. It shall review feedback from the users, data access statistics, technical challenges, and other pertinent factors, and make suitable recommendations to revise the policy, if it is considered necessary. Final decision on revisions to the policy will continue to rest with the management of KSRTC.
